Fab Starts Scheduler takes weekly starts requests as input and assigns each lot to a particular day of week and a particular photo cluster. This is done so as to equalize photo machine workloads, prevent overload spikes on photo machines, spread individual devices across multiple clusters (to minimize risk), and smooth total daily starts rates of each technology.
